Evidently, the Tamil Tigers (LTTE) have a working relationship with al Qaeda. Per this article, the Tigers are controlling Sri Lankan immigrants in Britain and using them to run credit card scams. The English authorities are claiming lack of resources to combat the problem.
The article further implies that the LTTE are in essence running parallel governments wherever Sri Lanka immigrants live in order to use them for illegal operations. If this is so then there are LTTE operatives in America and need to be rooted out.

Banned terrorist group behind a wave of muggings, credit card frauds and drug pushing is flourishing in Britain because the authorities are
ignoring it.
The Tamil Tigers - infamous for pioneering suicide bombs - are taking hold in the UK while the Government focuses on Islamic extremists, a worrying investigation has found.
There are also fears that the terrorist group from Sri Lanka, known to have links internationally with Al Qaeda, may carry out attacks for Osama bin Laden's outfit in the UK as "hired suicide bombers".
My probe has also sensationally discovered that top politicians, including leading Lib Dem MP Simon Hughes, have turned out at meetings to support fronts for the group.
The Sri Lankan government is so worried about the growth of the Tigers in Britain that it granted me an exclusive interview at its High Commission in London during my investigation.
A spokesman there said: "We are told by the Home Office and the Serious Organized Crime Agency (the UK's FBI) that they are aware of the problems but that they do not have the resources.
"They say all their time and money is put into the Islamic terrorist groups because that is deemed the priority. But the fact remains that a terrorist group is a terrorist group."
The scenario echoes the early 90s when security services focused on the IRA and turned a blind eye to Islamic terrorists - allowing groups like Al Qaeda to take hold.
Security experts now fear the same thing is happening again. The LTTE was banned in the UK in 2001 under the Terrorism Act 2000. This means it is illegal to be a member of the Tigers, to support them or raise money for them. The group also banned by the USA, Canada and the EU.
Officially known as the Liberation Tigers of Tamil Eelam (LTTE), the Tigers want independence for Tamils in Sri Lanka. But rather than using democratic means they use terrorism – and to fund it they are using Britain as a "cash cow".
