It's great that the CIA is helping Britain track muslim terrorists in Britain. However, having 40 percent of CIA operations aimed at preventing attacks on America indicates just what a hot bed of Islamist activity Britain has become.

THE CIA has begun an unprecedented intelligence-gathering operation in Britain to help MI5 monitor 4000 terrorist suspects.
More than four out of 10 CIA operations to prevent attacks on US soil are now conducted against targets in Britain.

This has led to friction between British and American spies, with some US intelligence officers irritated that resources are being diverted to gather intelligence on suspects in their closest ally's backyard. British intelligence officers do not know the identity of all the CIA informers and are uneasy about some of the uses to which the intelligence has been put.
MI5 as a whole is glad of the help, however, and works closely with its sister service. US spies share information when it concerns security in Britain.
Intelligence from CIA informers is believed to have helped thwart more than one terrorist atrocity on British soil. Information passed on by a CIA source in Britain was also instrumental in locating Rashid Rauf, a British-born al-Qaeda operative killed by a US air strike in Pakistan on November 22.
A British official said: "There is a great deal of CIA activity inside the UK. The CIA has been given a free rein to raise, handle and process from intelligence sources inside the UK.

"In many cases we do not know who their assets are. Several of the recently foiled terrorist plots inside the UK were uncovered by informants run by US source handlers. We've been able to interdict these plots."
A former CIA officer who still carries out freelance work for the agency voiced the irritation of some American spies. "It's certainly frustrating that Britain is an Islamist swamp," he said. "You don't want to have to spend time spying on your friends."

British security chiefs have long turned a blind eye to a CIA presence in Britain and, since the attacks of September 11, 2001, MI5 and the CIA have worked together closely to combat the threat from Islamist extremists. MI5 also tolerates similar operations by the Israeli agency Mossad, which briefs members of the London Jewish community on threats to their security.
However, US security chiefs have stepped up their presence in Britain in the past two years, as they think Islamist extremists there are the biggest threat to US security and fear MI5 may be swamped by the scale of the threat. They also fear al-Qaeda recruits could travel to the US under America's visa waiver program.
MI5 director-general Jonathan Evans has estimated about 4000 people in Britain pose a direct threat to national security.
Bruce Riedel, a Middle East intelligence analyst for the White House National Security Council, said: "A great deal of concern about threats to the US homeland is based upon attacks coming out of the UK. The 800,000 or so British citizens of Pakistani origin are regarded by the American intelligence community as perhaps the single-biggest threat environment."

It's interesting that the CIA did not name the countries or the power companies, or provide other details. An urban myth is suspected. The CIA revelations were made in order to speed up U.S. efforts to make American utility companies more resistant to this kind of extortion. Cyber criminals have actually been using similar extortion scams for several years now. The most public examples have been commercial web operations that were threatened with being shut down, or damaged by a penetration of the web site defenses. Many companies have increased their Internet defenses, but the criminals keep coming up with new forms of attack. The criminals operate from countries where the local police are unable, or unwilling, to help crack down on such crimes. The extorted money is transmitted to accounts in such countries, and then on to several more accounts, making it very difficult to track down.

Cyber War experts get nervous about this sort of thing because one could fight a war using the same weapons. Shutting down power plants, and other utilities, as well as other commercial sites, has real military value. This is what bombing campaigns have done for over seventy years, and you can, in theory, do it a lot faster via network connections. To prevent that, defenses must be built. At the moment, no one is really sure what effective defenses are. Meanwhile, the bad guys find out every day, which offensive weapons work.

Violated FBI files named snitches

An illegal immigrant who parlayed a sham marriage into citizenship and key jobs at the FBI and CIA made five unauthorized inquiries into an FBI computer system to find out about investigations of Hizballah, a federal prosecutor said in court papers filed Wednesday in Detroit.
Assistant U.S. Attorney Kenneth Chadwell didn't indicate why Nada Nadim Prouty, a Lebanese immigrant who once lived in Taylor, wanted the information or what she did with it. But he said four of the inquiries involved files containing the names of confidential FBI informants.
They didn't know why she wanted the names of the Hizballah informants? To turn over to hezbollah you maroooons!
In another development, a federal official familiar with the case said the CIA had access to derogatory information about Prouty before the FBI hired her in 1999, but failed to disclose it when the FBI contacted the CIA during a background check.
Had the information been disclosed, the official said, the FBI might not have hired her. More perplexing, the official said, is why the CIA hired Prouty away from the FBI.
The CIA declined comment.
The court papers filed Wednesday said Prouty made at least one unauthorized inquiry to find out whether one of the investigations of Hizballah involved her brother-in-law, fugitive La Shish restaurant owner Talal Chahine. Prosecutors have said Chahine is a supporter of Hizballah, which the U.S. government has designated as a terrorist group.
The latest details about Prouty's unauthorized computer inquiries were laid out in an indictment of Chahine.
U.S. Rep. Mike Rogers, a Brighton Republican and ex-FBI agent who serves on the House Intelligence Committee, said the Prouty episode is alarming. She pleaded guilty in the case last month in Detroit.
"I think this is a very serious security breach," Rogers said Wednesday, adding that the House Intelligence Committee has started looking into the case and hopes to conduct hearings in late January.

File this under Enemy Within and mindless political correctness. How could the CIA of all organizations be taken in like this? It's bad enough that a terrorist mole got into the CIA, but to then allow a plea bargain instead of a full prosecution is outrageous. There must be radical changes in the way we are able to prosecute national security cases without having to plea bargain down cases against traitors and spies.

DETROIT -- An illegal alien with links to Hezbollah penetrated the Central Intelligence Agency and the FBI, federal prosecutors in Detroit said today.
Nada Nadim Prouty, 37, of Vienna, Va., a sister-in-law of fugitive LaShish Restaurants owner Talal Chahine, pleaded guilty in federal court today to conspiracy to defraud the United States, unauthorized computer access, and naturalization fraud.
According to an information unsealed today, Lebanese-born Prouty gained U.S. citizenship in 1994 through a fraudulent marriage, joined the FBI's Washington Field Office as special agent in 1999 and joined the CIA in June, 2003.
She resigned her CIA post, described as "mid-level," last week, officials said.
Chahine, a fugitive believed to be living in Lebanon, was indicted for tax evasion in 2006 and accused by federal agents of supporting Hezbollah.
Hezbollah, also known as the "Party of God," is an Islamic militant group based in Lebanon that has been designated a terrorist organization by the U.S. government since 1997.
Hezbollah, in addition to attacks on Israel, claimed responsibility for the 1983 bombings of the U.S. embassy and Marine barracks in Lebanon, which killed 258 Americans.
The Shiite group has financial ties and other links with Iran. It has political and social welfare functions in addition to military roles.

CIA Director Hayden Warns of New al-Qaida Attacks
NEW YORK -- In a rare public address CIA Director Gen. Michael Hayden warned of new attacks by al-Qaida:
"Our analysts assess with high confidence that al-Qaida's central leadership is planning high-impact plots against the U.S. homeland."
Hayden's unusual public address was made at his request at the Council of Foreign Relations.
The newly minted CIA chief also took the unusual step of making his appearance in military uniform, though as CIA director he is not on active military assignment.
Hayden's address appears to be part of a coordinated White House public relations campaign leading up to the 6th anniversary of the 9/11 attacks next week.
Hayden also told the Council that:
"Al-Qaida has protected or regenerated key elements of its homeland attack capability. That means safe haven in tribal areas of Pakistan, operational lieutenants, and a top leadership engaged in planning ... al-Qaida's success in planting operatives in this country, is less certain."
The CIA director warned:
"We assess, with high confidence that al-Qaida is focusing on targets that would produce mass casualties, dramatic destruction and significant aftershocks."
Details on these warnings were not given, though the general was pressed for them by the audience.
