Philippines to Let MILF Collect Taxes

Evidently the Philippine government has written off the Southern portion of the country to Islam.

FROM MONEYJIHAD:

Philippines to Let MILF Collect Taxes
February 3, 2010

In a chilling decision, Filipino negotiators are poised to put the Moro Islamic Liberation Front in charge of tax collection in the South.  Thanks to Rantburg for headlining this story yesterday.  Their source for this article was Iran Press TV:

The Filipino government has agreed to offer expanded autonomy to the Muslim minority in the country’s south.
Officials hope the move will pave the way for sealing a peace deal aimed at ending the 40-year-long conflict in the region with the Moro Islamic Liberation Front (MILF).

Annabelle Abaya, the presidential adviser on the peace process, was hoping that the offer would convince the MILF to sign a peace accord before a new president is sworn in on June 30. “In enhanced autonomy, the president is offering to share powers,” Abaya told reporters on Monday.
The autonomy allows the Muslim minority to control tax collection and natural resources in the south.

As I commented on Rantburg, this means that as in Pakistan, South Filipinos will be forced to pay the 2.5% zakat tax plus secular Philippine taxes, that Muslim farmers will pay the discriminatory ushr tax on harvests, that Christians will be subjected to the jizya, and in the Philippines we may even see the restoration of Islam’s ancient & hated kharaj tax on land seized from non-Muslims.

Then tax revenues will be skimmed off the top by the tax collectors, who will claim that they’re spending it on the poor, but the bulk of it will actually be spent to propagate Islam and to wage jihad.

Prediction:  MILF autonomy will not “solve” militant Islam in the Philippines, it will exacerbate it.

Militants attack Philippine jail, 31 inmates freed

Prison ships are the answer.

FROM NEWS.YAHOO.COM:

Militants attack Philippine jail, 31 inmates freed

By JIM GOMEZ, Associated Press Writer Jim Gomez, Associated Press Writer – Sun Dec 13, 9:14 am ET
MANILA, Philippines – Scores of suspected Islamic militants burst through a concrete wall then barged into a jail in the volatile southern Philippines on Sunday, freeing 31 inmates in a nighttime attack that sparked a gunbattle in which two people were killed.

Vice Governor Al Rasheed Sakalahul of Basilan island said 70 heavily armed men cut through padlocks with boltcutters after using a sledgehammer to destroy the wall at the provincial jail in Isabela city to free several detained Muslim guerrillas. Other inmates also dashed to freedom, he said.

The daring assault sparked a brief clash that killed one attacker and a jail guard. The attackers and prisoners fled in several vehicles toward Basilan's jungle-covered mountainous heartland, Sakalahul said.

At least 31 inmates escaped, including five militants from the Moro Islamic Liberation Front, a large Muslim rebel group engaged in peace talks with the government, and 12 from the smaller but more violent Abu Sayyaf group, which has been linked to al-Qaida, regional military commander Maj. Gen. Benjamin Dolorfino said.
Among those who escaped was Dan Asnawi, a Moro rebel commander, and another guerrilla who have been accused of beheading 10 marines during a 2007 clash, regional marine spokesman Maj. Joel Lazo told The Associated Press.

"All these are high-risk prisoners," Sakalahul said, adding troops, backed by air force helicopters, were closing in on some of the fleeing inmates. None had been caught by late Sunday, however.
Military checkpoints were set up in Isabela, the provincial capital, and nearby townships, Dolorfino said.

The rundown provincial jail has had a history of jailbreaks. Three Abu Sayyaf militants, also accused of beheading the 10 marines, escaped in December last year after overpowering their guards. At least 16 people, including four Abu Sayyaf members, escaped in 2007.
In the biggest jailbreak, 53 of the prison's more than 130 inmates overpowered their guards using a smuggled pistol and fled in 2004. Nineteen Abu Sayyaf members were among those who escaped, police said.

Sunday's jail attack was the latest violence in the southern Mindanao region, scene of a decades-long Muslim separatist rebellion.

It occurred hours before Defense Secretary Norberto Gonzales and military chief of staff Gen. Victor Ibrado flew to Basilan, a predominantly Muslim island 550 miles (880 kilometers) south of Manila, to meet Roman Catholic church leaders who have appealed for martial law to be declared in the province amid recent kidnappings blamed on Islamic militants and the beheading of one hostage.

President Gloria Macapagal Arroyo imposed martial law in nearby Maguindanao province last week to allow troops to crack down on a powerful political clan blamed for the savage massacre of 57 people, including 30 journalists, on Nov. 23.
Arroyo lifted martial law in Maguindanao on Saturday but the province remains under a state of emergency.

More than 4,000 troops have been deployed there to restore order, disarm hundreds of militiamen loyal to the Ampatuan clan and arrest suspects in the massacre and a rebellion that the government alleged was waged by clan members. Thousands of assault weapons and large amounts of ammunition have been dug up in or near the clan's mansions and warehouses.

On Thursday, about 15 former pro-government militiamen who turned to banditry abducted more than 70 teachers, students and villagers in Mindanao's Agusan del Sur province after police tried to arrest them on murder charges.
They initially released several schoolchildren and women, then freed the remaining 47 hostages on Sunday after government officials pledged no arrests would be made.

Philippines: Female "sexy bombers" may be new terror weapon, say police

I guess this is what passes for sexual equality in Islam. Even women get to become homicide suicides.
FROM ADNKRONOS.COM:

Philippines: Female "sexy bombers" may be new terror weapon, say police

Manila, 16 Jan. (AKI) – In the Philippines, they have been labelled "sexy bombers" and they are believed to be the latest weapon from the Islamic terrorist group Jemaah Islamiyah.

Police from the volatile southern province of Mindanao are taking seriously the possibility that women have been trained and are ready to blow themselves up in the name of Islam.

According to information given to intelligence services, there are at least 10 potential female suicide bombers ready to carry out attacks.

Several cities in Mindanao, the southernmost island of the archipelago which is home to 4.5 million Muslims, would be among their potential targets.

The island is the scene of an ongoing secessionist battle being fought by Islamic separatists for the past 30 years.

The head of police in Mindanao has called for local police to investigate reports that the female bombers may have been recruited and trained.

Jemaah Islamiyah is a South-east Asian militant Islamic organisation based on the radical ideology of the Indonesian movement, Darul Islam, and committed to establishing a caliphate in the region.

The group is responsible for various attacks in the region in recent years, including the 2002 Bali bombings which killed 202 people and injured 200 others.

It was added to the United Nations list of terrorist organisations linked to al-Qaeda or the Taliban in October 2002.

In the past, Jemaah Islamiyah have not used women to carry out suicide attacks.

Former PLO member arrested in Philippines

Another case of Jihadi traveling around the world to commit terroristic activities in the name of Allah. This illustrates the basic religio-political aspect of Islam.
FROM JIHADWATCH.ORG:
Former PLO member arrested in Philippines
I spoke a few days ago at the University of Wisconsin in Madison -- three times, in fact -- and after the second talk a gentleman came up to me and posited that all the conflicts between Islamic and non-Islamic forces around the world can be explained in terms of local political and socioeconomic factors, and that if what I was saying was true about the religious motivations of the Islamic forces, one would expect to see at least some conflicts, or even one, proceeding along religious grounds only without these political and socioeconomic factors present.
I answered by explaining that there is no distinction between the sacred and secular in traditional Islam, such that the religious and the political are not so easily separated in the Islamic world, and by explaining that defensive jihad, which is the only kind of jihad that can be waged legitimately today according to the classic canons of Islamic law, became an obligation on every Muslim when a Muslim land was attacked -- hence the need to point to such pretexts.
